Can't find traditional QoS settings

I'm running Asus-merlin 380.57 on my Asus 68R. I just enabled QoS and want to add manual rules. I've selected traditional QoS and clicked apply, but I can't find any place to add rules.

But here's what my page looks like:

Clicking apply gives me a progress dialog, but then comes back to this same screen. Am I just looking in the wrong place to add manual...
